Unfortunately, no. Cell phone signal boosters amplify cellular signals. Thus, there must be existing cell signal, even if faint, for the Velocity Trucker to work. Performance will depend on your signal strength.
The only major difference are the mounting options. The Off-Roader kit comes with the option of an M8 Rail mount or a basket clasp mount. The Trucker kit comes with a traditional truck mirror mount.
